Needs Suggestions on my startup strategy - I will not promote

Hi, I have been thinking of products tried and left in between several times during my late 20s to early 30s. I worked in start ups to understand how I can build my own startup. Two of the start ups I made very good contributions especially last one with completely owned and built along with CTO, Ofcourse with a lot of team support. Now I wanted to start my own company, I'm thinking of making AI recruitment tool. I feel if I don't take steps now, after that I'll never be able to make it. I don't have so much money to start, but I'm sure my idea will work ( without market research). I'm neither specialized in AI, though Im myself familar with Models, but I can't make it all by myself. If it all I hire someone with AI skills, What is the best offer I can make? ( assuming with some stake)
