End-to-End Software Development Services

As a start-up, would you suggest hiring one company that offers end-to-end software development services”, or a series of employees that would work under the one agency? Why or why not? If I am thinking about starting the former type of company, how would I go about finding organizations that would hire me to provide end-to-end services (aside from government)?
