So what does Europe have to do to become competitive in the tech space ?

I know Europe is really behind in the tech sector and USA and even China are crushing us right now. What would europe have to change for it to start catching up to their American peers ? What are some things that european entrepreneurs and startups could learn from successful people in the US ?
