Need help! Why are there new signups, but almost nobody has started the free trial?

We offer a SaaS tool for businesses that want to identify who has visited their site. As a newly launched tool, we provide a two-week free trial with no credit card required, before transitioning to a monthly plan. However, we've recently noticed that around 30 new members have signed up, but only 1 has actually started using the service. I'm a bit confused by this. Can anyone help with suggestions on how to improve this situation? Many thanks in advance!
