What to do in case we don't find keywords for a specific location

I have been trying to find keywords for a location. The business is a construction and interior design company, but people in that area don't search online, it seems. How can I find keywords then? I am using SEMrush, keyword planner, and Ubersuggest, but find no keyowrds for that location.
