What should i do!!!!

If you’re from canada must read. Hello everyone, first time posting on reddit so i don’t really know what to expect but i have some serious questions from experts I took an SEO client as a beginner keep in mind it’s a limousine client he is looking to rank #1 in some specific keywords for example limousineservicestoronto or best airport taxi and stuff like that It’s been more than 6 months his website has lots of issues which i got fixed made him a booking page and everything is working smoothly his SEO score is above 92 but he claims he haven’t had any customers even after some clicks he doesn’t want to spend any money on any of my recommendations uses google ads by himself even i offered to help as i’m good at that but he has some bad experience from the previous (he stole his private information) so he doesn’t really trust that much all he wants is some leads and customers I have done almost everything i could i’m not sure what i’m doing wrong why isn’t he getting any customers even though his keywords are ranking i’m losing a client here so any opinion is appreciated Ps: people from canada let me know how to gain a customer for limousine service near Toronto, Mississauga and GTA (i know it’s a pretty packed marketplace with so much competition but could really use some help here)
