Platforms for SEO Recommended Fixes

I use SEMRush, but the Audit has been missing a number of non-technical issues that impact SEO (like having a page live without an H1 tag). My concern is SEMRush seems decent for seeing technical issues, tracking ranking, or even content development - but I haven't found anywhere where it lists what should get done for SEO. Is there a tool that does this? Search Atlas (without OTTO) does seem to do some of this. But seems unable to provide the ranking reporting that I definitely need to provide to client. Is there another tool or suite that can assist in identifying & prioritizing purely SEO best-practice fixes?
