Local SEO site structure

I'm thinking about building out a local business site and have a question about structure. Is it still beneficial to have a structure with local and service based pages, then service plus town pages, meaning a lot of pages as the service area grows. For example: Services Repair Replacement Installation Emergency service Areas we serve Town a Repair in town a Replacement in town a Installation in town a Emergency service in town a Town b Repair in town b Replacement in town b Installation in town b Emergency service in town b Town c Repair in town b Replacement in town b Installation in town b Emergency service in town b Or is this an outdated practice that consumes far more time then it's worth. Any input appreciated.
