Is it ok to reach out for guest posts for my first links?

I am creating my first website and learning about SEO. My website is "wellnessretreatsmagazine.com", and I want to rank for searches such as "Best Wellness Retreats in California." I have created the main social profiles and answered some questions on Quora and Reddit. Is now a good time to do outreach and get guest post links? I see many websites that start by getting hundreds or even thousands of links at the beginning. How do they do that? It seems to me it's probably Web 2.0 or something similar done through Fiverr, but I understand this won't bring any value, will it? I still ask because there are some websites that have good traffic but seem to have followed that approach at the start, like "theluxevoyager.com". I just want to know what would be the best way to get links that help me rank well. Thanks in advance if you take the time to answer my question!
