Impressions rising but CTR shrinking?

Have we just started ranking for a bunch of new keywords that our content isn't that relevant to, so people aren't clicking them? So it's just algorithm update shenanigans? Do you think any part of this is the effect of Google's AI search results disincentivising clicking organic links, and Google cramming more ad placements ahead of organic results? Any other ideas? Thanks.
