How to target narrow and broad scope long tail keywords effectively

Hello community, I am new to SEO world and trying my hands with a simple wordpress blog to drive organic traffic using SEO strategies to learn it. I need some advice in using my narrow and broad keywords, I have two long-tail keywords, same difficulty level, different volume and one keyword is substring of other. eg: |Keyword|Difficulty|Volume| |:-|:-|:-| |tips to make better resume|Easy|10,000| |100 best tips to make better resume|Easy|1,000| In my blog, I am using 2nd keyword as focus keyword. I am writing 2nd keyword more, because my logical understanding is, 1st keyword is substring of 2nd. So if I write 2nd keyword in title, slug, content, headings then I am already targeting 1st keyword also by default. Is this understanding correct? when I target "100 best tips to make better resume" then people searching with "tips to make better resume" should also this blog in results.
