How to compare quality of backlinks?

I have 15 locations for a business, each of these have their own local Chamber of Commerce. I have $500 to invest in a membership for the year. No location is particularly favored over another. All are do follows. What’s a quick way to compare backlink quality (authority?) ie best bang for limited bucks of all 15 quickly?
