How are AI spam and link manipulation on platforms like Quora and Reddit not classified as site reputation abuse?

Basically the title. I think we all see that happening now. I'm sure some SEOs have even tried it and possibly saw positive results. But I'm just curious, with all the fuss about the site reputation abuse going on, why Google hasn't done anything about it yet? Your thoughts?
