Confused by 404 Errors that already have a 301 in place

I've already created 301 redirect list for many of the pages that were listed as 404 however GSC still views many if not all of the pages I just redirected as still being ... 404. I've requested for validation to fix it multiple times however it always get listed as failed. Am I doing something wrong in the entire process of addressing moved and broken links?
