Chamber of Commerce Backlinks

My business operates in multiple cities across different states, but we have a service page for every location. I want to have a strong local SEO presence as the business sees a lot of traffic from “[insert professional] near me” Is getting backlinks through multiple local CoC (ones we’re located in) still worth the expense, around $400-500 each, assuming they are all do-follows? If so, should I route the backlinks all to the homepage or to each individual service page?
