Govt people are corrupt

Went to Sadar Hospital for medical fitness test and did all the procedure from the very beginning. I completed all the tests and everything and when it came to get the final report with stamp then two persons sitting at Sadar Hospital Old Civil Surgeon building [ " Ranjeet" & " Ashok"] started asking for money to provide me final report. I am running here for 4 days and still the process is not complete and still they want money to do the their work. They are getting paid for their work then what is the point of asking money for "mithai". May they get diabetes after eating mithai from that money. But this is really concerning that even if a person is following complete procedure still they have to pay extra amount to complete there work to these corrupt people.
