Transfer of inheritance

Hi, this is a long shot, but would be super helpful if anyone knows My dad passed away. He owns land in Punjab which I understand legally has passed to his children..If we want it to be transferred to our mum's name, do all the children have to be present in Punjab at the same time to facilitate this? Can it signed/transferred remotely? Thx
