How to complaint against school?

Recently a major cbse school chain in Pune is starting 2 batches from next year and the timings are 7.15 AM to 12 50 PM, 1 to 6 PM. but as per maharashtra state GR school should not start before 9 AM for primary students. May I know where to register a complaint against school? Thanks
