Nothing like winter this year and power cuts are making life more difficult

What happened to winter season? It's so hot,. Above that my flat is top floor, and my god it is starting to feel too hot to handle. And now since last one week, random power cuts at any time. Is this pune or not? That too in areas like viman Nagar. Additionally not a single good road, they have made patchwork on roads like picasso's crying lady painting. More excavation is going on and on.
