Why does the government prioritize helmet rules over fixing potholes or addressing other road hazards—are they just being greedy for fines?

I support the helmet rule, but it seems like the government is more interested in collecting fines than genuinely ensuring road safety. Potholes are everywhere, illegal hawkers block roads, and tankers spilling water create slippery paths—my Activa almost skid today because of one. Garbage trucks make it worse by spilling dirty, slippery water on the roads. If they really cared about our safety, why aren’t they fixing these issues? Or is this all about money?
