Want to switch

I m working as associate system support engineer in kharadi ( healthcare company) for 2+ years less than 3. In my company HR hired me by just saying that I can switch from support to development at any moment after 7 months. And she said it is technical work. But actually work is just go to server. Check cpu memory n restart service 😭. As it was my first job i didn't know that this will not help me to switch. Help me to switch, help me if there is any developer.please...want exact path to switch.... reference as well.
