Regarding Car driving license.

I know this has been asked multiple times. I hope someone has answers for my queries. I already have a learning license and I strictly drive an automatic. Do you know any schools which offer permanent DL without visiting RTO? I say this as central government started something which allowed private schools to issue licenses after completing some of their own tests. Now suppose I book an appointment for permanent DL test, I know it has to be performed in a manual, so will I find a manual vehicle on the spot and some agent that time who can help me with the process ?
