Noise pollution and how to complain to the right authorities

There's a bunch of people near my house who have illegally set up sound systems and stereos and playing extremely loud music along with dhol and tashas and the whole shebang. I want to do something about it since they play well into the night and I want to get some sleep. Who do I complain to? Police is definitely not going to do shit about this
