Infra and road quality is too bad

I am living in pune since last 1.5 years and see that road quality is too bad comparing it with other cities. we as citizens are paying heavy taxes but can't question anyone or raise this. What are your thoughts and if we can do anything. PS mainly travelled across kharadi vimannagar hadapsar and vadgaon sheri
