Do women in Patna want to be approached?

The advice of approaching women gets thrown around a lot on the internet. I have seen my friends from Delhi, Mumbai approach women to talk without any resistance from the woman's side. I wanted to know if there is similar sentiment in women here? If yes, then where are you most comfortable with being approached? If no, then what is your ideal way to interact with men in a non platonic manner?
