RTM route recommended for Paradeep-Andaman-Nicobar HVDC link
The National Committee on Transmission (NCT) is actively deliberating the establishment of a subsea High Voltage Direct Current (HVDC) link to connect the Andaman and Nicobar Islands (ANI) with mainland India's eastern coast, specifically Paradeep in Odisha. This initiative aims to address the growing power demand in the islands and reduce reliance on diesel-based generation. Key Highlights: - Project Specifications: The proposed interconnection involves a ±320kV, 500-MW HVDC bipole link spanning approximately 1,150 kilometers under the Bay of Bengal. In the first phase, a 250-MW terminal will be installed at both Paradeep and the Andaman Islands, with plans to extend the remaining 250 MW to the Nicobar Islands in the future. - Technological Considerations: The project is expected to utilize Voltage Source Converter (VSC) technology due to space constraints in the islands and the ongoing development of solar power generation assets. VSC technology is preferred over Line Commutated Converter (LCC) technology in such scenarios. - Economic Analysis: A study by the Central Transmission Utility of India Ltd (CTUIL) indicates that from its sixth year of operation, the HVDC link could provide electricity at a lower cost than the current diesel-based generation. Projections suggest that by 2031, the cost of electricity from diesel generation could reach ₹62.50 per unit, making the HVDC link a more economical alternative. - Implementation Strategy: Given the strategic importance of the project, the NCT has recommended adopting the Regulated Tariff Mechanism (RTM) route for its execution, with a government agency to be nominated as the implementing body. The estimated cost of the HVDC link is ₹37,981 crore, which includes ₹7,457 crore for supporting power transmission and distribution infrastructure within the Andaman and Nicobar Islands. This subsea HVDC link is anticipated to provide cleaner, more reliable, and cost-effective power to the Andaman and Nicobar Islands, significantly reducing their dependence on diesel generators and contributing to environmental sustainability.
