Are shadow SHG groups common in Odisha ?

I have observed there are many well to do people who register SHGs (Self Help Group) in the name of few poor ladies and do variety of businesses. They get easy loans with low interest and a lot of benefits while the ladies get a little amount as wage. Mostly some wealthy people operate chhatua (sattu) factory, poultry farm, fisheries and so many similar businesses in the name of SHG. In my locality there is a huge chhatua production facility with a name of SHG with rural ladies working as daily wage workers. Such fraudsters should be busted and fined severely.
