(To northeasterners) What is your opinion on Railways in northeast India?

Context: This [video](https://www.instagram.com/reel/DE40xuhB_LY/?igsh=OXBjb3J3a2RydXpq) is picking up views in Instagram All the states of Northeast India have Airports and people have no problem with them. However when it comes to railways, a bunch of locals seem to be against railways because the trains operating on these railways usually have tonnes of passengers who don't even pay tickets and gutka spitting behaviour, and a certain group of people who harass others on trains. Also, the fear of undocumented kanglus and non locals influxing these trains to change the demography of their destination is also another fear among locals. But shouldn't the ILP fix this issue as the train passengers will have to be documented on the ILP of the state?
