UPPCL Electricity Bill 60k without usage

Hello, my property has been closed since 8 months almost, and the main mcb of the house has been down since then.. now we are planning to shift their and checked if there was any due for the property electricity bill. I logged into UPPCL website and saw it had an outstanding of 60k even though the property has been locked since 8 months and last bill was paid off completely. Any idea how’d the bill got due so much!? When i asked the helpline, they said that the bill date cycle was off, and ₹300 were added as some rdf charge. I don’t know what’s that
