How can I take action against my RWA?

My sector RWA club has recently made a change that requires us to be their member to get our garbage picked up. The garbage fee itself is separate from the RWA membership. We have been living in the same sector since 20 years without being a member since it offers little to no benefits. Now, they’ve started harassing my mother that they won’t pick up the garbage even when we’ve paid the garbage fee until we join their association which I have no intent to.
