Commercial unit rate of electricity in Noida?

Rented an independent room in Sector 63, Noida. The owner is charging 12rs/Unit as the electricity rate saying it's a commercial meter. It's a 3 floor building with 25 rooms in total. I had heard that even for commercial meter, the max rate is 10rs/unit. Am I being taken for a ride here or is the rate correct?
