Neighbours frustrating the life out of us!

Need some advice on how to tackle rude and unruly neighbours. So this couple lives next door to us in Jaypee Wishtown and is absolutely unbearable. They have thrice fought with my parents (I was in office all the three times) and have been extremely rude and demeaning. The lady is super obnoxious and regularly puts her trash in the middle of the common lobby. When my mother requested the cleaning staff to keep the lobby clean, she came out of her house and started shouting at my mom. For context they are not less than 15 years younger to my parents but are blatantly disrespectful. Similarly when we put our cycle in the common lobby she came out all angry and fought with my father who gave her back but was fairly level headed still. Yesterday we shut an overhead ceiling hole which was being used by pigeons to litter and today we found that these morons have removed the cardboard and tape that we used for it. I want to confront them directly but is there any proper way to go about this?
