Counselling fee refund

Hi, my sister filled the mcc choice filling and filled choice for 2 rounds but didn’t get any college and didn’t opted for any other further rounds. A document with refunds released by mcc shows her roll number and amount but ref number is 0, what does this mean ? Is she eligible for the refund ?
