WTF! Is it really worth it?

Lately travelling in train has taught me the value of women's compartment, luggage, and first class. They are all crowded and everyone suffers. I'm just curious if anything can be done for it, eg increase frequency, management of times, lines and discipline? Also the pic here is of ladies special where men are getting on the differently abled section just to catch the next train available.
