Home loan rate

Is it common for an HDFC home loan to start at an 8.50% rate in 2017 and rise to 10.75% by 2024? I noticed my floating home loan interest rate has increased significantly over the years. Is this a typical trend? What are some good suggestions to lower my interest rate? I'm aware that transferring the loan to another bank involves charges, and HDFC also charges a fee to reduce the rate. Are there any alternatives or strategies to minimize the cost or negotiate a better rate with HDFC?
