Gorewada is open?

I visited the place last time, but the guard said it was closed (at 11 am). I asked him the reason, and he asked me to pay 'chai-pani' (bribe). When I asked how much, he said ₹100. However, I ended up paying him ₹50. Later, while sitting near the lake, police approached us, asking for our address and other details. They checked the bike's documents and helmet, then told us to pay the challan (fine) since the area is restricted and we weren't supposed to be there. But i talked with them and they told us that it's first warning and let us go!
