Parking related trouble: What's the best thing to do?

What's the best thing to do if someone has parked their car in front of yours so that you are stuck? Yesterday, an idiot parked his car right in front of mine and we were stuck for about 45 minutes. He had parked illegally on the road blocking our way out. I tried calling 112 and they were like "is this an emergency?". I explained the situation to them and they were like this is 'not an emergency'. I gave up and had to take Uber back home with my family.
