Need Advice: Buying a Flat or House in Nagpur Within Budget

I'm posting here looking for suggestions as I'm quite confused. I have a budget of ₹40 lakh for a flat and around ₹70 lakh for a house, with half of it financed through a loan. I visited a few new construction projects like Jayanti Nagari and Pyramid, but they are beyond my budget. Since I'm new to Nagpur and don't have much information, I would appreciate suggestions from a financial and security perspective.
