Is it legal to keep your vehicle outside the house in Nagpur.

My neighbour keep his car very close adjacent to his compound (and only few centimetres away from my exit way) and his vehicle also is parked partially on the road(the road is narrow)as that is causing a problem for me while exiting also blocks vison of the road while exiting and also delevery vehicle do not come in front of my home as the cars blocks the way due to the narrow road , asked him to keep it slightly back (twice)but starts arguing that the vehicle is in his compound wall. Are there any rules regulations for creating a parking area inside the compound wall (I have a 4 wheeler parking area inside my house) or Not parking the vehicle on the road etc. What can I do.
