Tempos blocking my shop

There are always tempos parked in front of my shop, blocking half of it. I’ve tried asking them to move, but they don’t listen. It’s making hard for customers to enter the shop as it's barely visible. Does anyone know what I can do about this? Where can I file a complaint? Any suggestions would be appreciated. Thanks in advance!
