Public Garden and Programmes

Theres this garden in my neighborhood which has a small hall for rental purposes and a temple within the garden premises. Since the last month, there has been a lot of programmes being conducted in the garden involving a lot noise pollution for adjacent buildings. The ones conducted in the hall dont cause much of noise, but the ones being conducted in the open involve blasting of speakers upto night 10. Religious functions being conducted at the small temple involve using speakers at full volume since morning. All these factors are creating an environment of disturbance for everyone as it a calm residential area otherwise. Is there any legality or procedure for complaining about this? I guess these gardens are allotted to private partners for caretaking but the garden is deteriorating instead of taken care of, dried tress, garbage is being openly burnt in the garden once in a month or two.
