Need help for passport police verification

I had an appointment for my passport on November 18. After completing it, I received a message on November 19 regarding police verification. I went to the police station twice, and they told me that my parents' birth certificates would be required. I have my father's birth certificate, but not my mother's, as she is from a village. It seems like they are just asking for money I had already submitted the necessary documents to apply for the passport. I feel like they are asking for money, but I don't know how to handle this at the police station. You know this is my first time dealing with the police. I would really appreciate any help or advice.
