Issuing Driving Licence in 15 days

Heyy everyone! My cousin is coming home for 15 days, during which she wants her LMV Driving Licence made. I asked around and it seems there is a minimum 30 day delay after getting the LL. Any way to expedite the process? Thanks in advance!
