Is buying a resale flat which is given to tenants a good idea?

Hello, sorry if this is a wrong sub but I genuinely need to know(urgently)if my decision is a hasty one. I liked a flat but when I decided to buy it, the owner(investor) gave it to tenants. Now the problem is I liked the flat so I am ok (not fine but just ok) with waiting for an year for the tenants agreement to complete. But I don't know if I am hurrying my decision of buying. There is no alternative of flats in that area so I don't have much options. Should I wait or go ahead with it? Fyi I have to take a huge loan to buy as well so will use the rent to adjust the emi.
