How to file a complaint against Fraudulent Rikshaw Meters?

Yesterday I took a Rikshaw from Aegyo Cafe, Santacruz for Turner Road, Bandra & midway saw this fraud meter. (Can't post video because of sub guidelines) Fraud Points 1. Dot Meter starts, 23.00 is a fair meter Meter starts, 23.00. is a fraud meter (image) If there's a dot at the end of the last number it's a scam. 2. Distance 23.00 increases after 1.4km is a fair meter 23.00 increases before 1.4km is a fraud meter (image) 3. Blinking Price, Distance & Time visible at Once is a fair meter Price, Distance & Time not visible at once is a fraud meter I got down midway & gave him 31rs. Asked him if the meter is correct or fraud he said it's correct. I said I've taken videos of meter & number plate & going to file a complaint in the RTO office so that others doesn't have to face this. He didn't accept it's a fraud meter & started playing the victim card & said "baith jao free me chod dunga". I denied the offer & left politely. I stay at Jogeshwari (W) & this happened at Bandra (W). What would be the correct procedure I should follow to file this complaint & have a fine imposed on that scammer?
