Help needed - i suspect scam

This is a real estate question I am planning to buy a flat in Thane .. I have noticed a few differences in process compared to other states & my question related to that. How much token amount is ok.for a resale flat of around 35 lacs ? Is stamp duty paid on day of agreement or registry? How do I pay the stamp duty .. is there a government portal or I pay the broker/advocate Thanks
