Traffic Police in Mumbai? Most corrupt.

I am from Gujarat and I am traveling to Mumbai for 2 days via my personal car. What I realised it that the moment i stepped into Maharashtra border and Mumbai specifically every traffic cops stops me seeing GJ Number plate. One of the Funny incident was, my tyre was slightly ahead of the white line at the signal because there was huge trailer in front me and I couldn't see the signal in time. 4 traffic cops came running because they knew they have hit the jackpot. Now keep in mind there are other 2 cars and 1 auto also quite ahead of the stopping line at the signal but mumbai traffic cops have different love for cars outside of Maharashtra. So now comes a lady traffic cop, first thing she mentions rear seat passengers have not wear seat belt so there will be fine for this. I was bit surprised but I said that's alright. I told her to make e-challan but she insisted I can also pay the fine right now then one of those traffic guy told her that about stopping line. So now the lady says you will also have to pay fine for the red signal. When I mentioned why didn't you fined those 2 cars and 1 auto of Maharashtra passing that were also quite ahead of the stopping line. Then she started saying oh no I didn't see them, I have only seen you etc etc. I feel traffic department across the nation regardless of state are the most corrupt, dishonest but the conduct of Mumbai traffic cops for sure tops. I have been to other states also but never have been harrased like Mumbai. And thank God for this parivahan system now that we can pay challans officially online - when I insisted multiple times that I want my challans issued online then only that lady cop did that otherwise she kept insisting I pay right now.
