Not able to fix up my flat because of psycho neighbor.

I'm posting this on behalf of my friend u/mintchocochipss . She isn't able to post in this sub maybe because she doesn't have enough karma and/or an account old enough account to post. Hi I'm 23F, I have recently bought a flat in Mumbai suburbs, it was in pretty bad shape so l decided to fix it up, the bare minimum like painting and very minimal civil work. My neighbor who is a renter (the man does not own the flat), he claims that my painting and small civil work caused his tv to break and apparently made "the walls vibrate" which is completely untrue and baseless, verified with the other neighbors. He started screaming on the top of this lungs demanding to stop work and compensation of 6500/- for his television and threatened my workers to leave. This man has questioned my character like imagine a grown ass old man in his 40s maybe giving me endless gaalis, has information about me like personal anecdotes of my life (I have never met this man in my life). All of the other neighbours were so scared they could not come out to help, he was acting all pyscho. I was traumatised and scared for my life so l locked the house and ran to the police station, the police said we can't help you, it's your house and no one can stop you from working and shooed me away. They did not even let me file a ncr against him saying much nahi hoga madam agar much hua toh 100 dial karo. My workers are scared and have refused to come back to work since, this incident occurred 1 month ago. Oh guys by the way this man has a wife and a 7 year old boy. Wait guys there is more 3 days ago, I went to my flat with my contractor to discuss what to do ahead and how do deal with crazy man, he apparently thought I was started work again so he came out of the his house and again started shouting and started aggressively shaking my grill and abusing me and my contractor but this time I recorded it, unfortunately only the part where he's telling my contractor to leave and abusing him, the man already scared left and immediately I went to the police station again and this time they did file a ncr against him (at first they were hesitant but after I showed them the video they were obligated to do that) and finally call him to the police station. Guess what this man did? He opened questioned my character in front of the police, the police warned him that if you speak any further I'll put you in jail, this man did not care, verbatim said "mujhe farak nahi padta mai chutki mai nikal jaunga" b. he used his wife to write a false nor without any proof which states that I have abused her religion (for context he is Gujarati his wife is Marathi) which is completely untrue, I have never seen the woman before. The man has openly threatened me that if you start work again I will get Marathi morchas against you and I am very well connected you can not do anything to me. I tried contacting the flat owner but she is neither picking up my calls nor the police's calls, she is not bothered about this situation. The owner of the flat also is a woman but is blindly believing the renter and not coming forward to talk. Also this man has connections in the local police station, I know that for sure but I don't know how to prove it. I just want to get the house painted remove little rabid and keep the house for rent. At first he had ask for compensation without any proof for (6500/-) to fix his tv which | refused and said if you have proof of course I will compensate. At the police station the police were urging me to end the matter by giving him 3500/- on "humanitarian" grounds, my contractor convinced me to give him the money so we could work in peace, this man literally said "I do not want your pity money". What do I do guys help? I am not going to sell this flat as it is my 1st purchase with my own money and it has a lot of sentiment. I had posted this on r/LegalAdvicelndia where a lot of people asked me install security cameras, the problem is apparently this man needs "pin drop" silence and you can't drill a hole or it physically affects him (sarcasm guys) and will start barking like a dog if i do anything in my own home, mind you that he isn't the owner of the neighboring flat, just RENTS it.
