College selection ? HELP!!

Hi.. i live in mumbai and i will complete my 10th grade this year (march) i have decided to chose PCM but not for iit and all . Please suggest some colleges that are 1. Not very far from thane (travel time max 2 hrs oneway) 2. Budget friendly ( baap ka faltu paisa nahi udana ) 3. Idc about attendance par strict na ho toh better 4. Padhai hoti ho college me sirf timepass na ho 5. Exposure mile padhai ke saath thoda extracurriculars should be there . (Fest,competitions) My percentage would be around 90 to 95 in 10th so please recommend accordingly . Please dont hesitate to go in depth and explain Thankyouu
