Are Mumbai landlords always cheap no matter where you rent?

It seems to be the case because I've rented from acorss rent ranges now in western suburbs to south of this city. While I do get the cheapness 1bhk landlords display generally -- especially if you're a bachelor (example,, won't tidy up the place before giving it, won't give a basic kitchen, won't care to fix if stuff is already broken, and of course bachelors for them are as good as animals so why care), but what is with the attitude of landlords giving out 2bhk and above homes for rent to families at a premium and STILL cutting corners? Won't fix lights, will not give basic shelves and drawers in kitchen, won't give stuff even if builder had made provisions for it, will try and chepo old fans and lights in new buildings from their older apartments, even if builder gives them equipment. The sheer greed of Mumbai landlords and their miserly behavior for littlest of stuff is astounding. And I'm talking about rent upwards of 85k per month. It's like me and fam can find a very good apartment, pay premium rent and STILL there will be a landlord who will try to cut corners everywhere and give us half done work.
